Highland Park is divided into 13 districts. Each district gets two Middlesex County committee members for each party (Democrat and Republican).

See map below for district divisions. These are loose descriptions of each district. District 1 is by the Raritan River on the South Side, with South Adelaide and Cedar Avenue running down the middle. District 2, between South First and Second Avenues, has Park Place, Johnson Street, Harper Street, Hill Street, and part of Donaldson Street. District 3, between South Second and Third Avenues, encloses Felton, parts of Graham, and Valentine Streets. District 4, between South Third and Fourth, has parts of Magnolia Street, Benner, Graham, and Valentine. District 5 is the area with Borough Hall, the police department, and the Community Center. District 6 has South 8th, South 9th and Eden Avenues. District 7 is on the North Side, bordering the Raritan River and River Road. District 8 has parts of Cleveland, Harrison, Grant, Lincoln, Lawrence, Wayne, Montgomery, and Denison. District 9 has North 4th Avenue and Brookdale Court. District 10 has South Park Avenue, Abbott Street, North 6th, North 7th, North 8th, North 9th, North 10th, and North 11th. District 11 is the area called the Triangle. District 12 is bordered by Donaldson Park, with Crowells Road, Aurora Street, South 11th Avenue, Inza Street, Karsey Street, and Hilton Street. District 13 is the area with Cedar Lane.
